How Accessory Dwelling Units Can Be a Bigger Part of the Housing Solution

Join our partner organization the Coalition for Smarter Growth, working with other DC partners, for a day-long discussion of accessory dwelling units (ADU). Both Arlington and Fairfax County have policies that govern the development of ADUs as part of their zoning ordinances, but so far very few units have been produced.

This session examines how other cities have approached this housing type, and how changes to our code may facilitate and encourage more ADU production. Barriers for homeowners to building ADUs on their property including determining appropriate design options; assessing feasibility; securing financing; navigating the permitting process; developing working relationships with architects and builders; managing the construction process; and ongoing property management will be reviewed.

November 7 is Election Day in Virginia. All 100 members of the Housing of Delegates are up for election as well as the offices of Governor, Lt. Governor and Attorney General. So many of the issues that impact the families and individuals we serve – healthcare, housing, education, transportation – will be directly affected by those chosen on election day. Too often, turnout is miserably low for elections in an ‘off year’ as this one is, but this year, too much is at stake to sit at home.

So participate in our democracy and vote; and encourage your friends and colleagues to vote as well! If you’re able, assist those who are elderly or without transportation in getting to the polls. Let’s make 2017 the year when we raised the bar on the number of citizens who made it to the polls – the well-being of our communities depends on it!

VHA Fall Policy Forum

In their first year as the merged Virginia Housing Alliance, VHA will present legislative and housing program updates, as well as updates on innovative homeless services work being done by the continuums of care (COCs) in Virginia. Those in the housing and homelessness world including housing providers and developers, housing authorities, homeless service providers, CDFIs and state agencies, as well as housing advocates and partner organizations are invited to attend. 

The two-hour sessions will be split into two sections with staff presenting updates in the first half and facilitating attendee input in the second half. The input portion will seek reaction to their proposed legislative focus areas, as well as learn about what is going on in our community with housing and homelessness needs. Whether that means taking an issue to the General Assembly, working with a state agency on the issue, or more generally including it in the scope of needs that they are working to have met in the state in the longer term, they need to hear from us to help shape their work. This session will conclude with a brief tour of an on-site SRO property.

Alexandria Meeting on Surplus City Parcels


Affordable Housing Density Bonus Program

The City of Alexandria invites the public to provide feedback on a proposed amendment to the city’s bonus density program. Plan to attend an information and listening session on Wednesday, April 5, from 7 p.m. to 8:30 p.m., at the Charles Houston Recreation Center (Seniors Room), 901 Wythe Street, Alexandria, VA 22314.  

The Bonus Density and Height Program (Section 7-700 of the Zoning Ordinance) serves as an important tool to create affordable housing opportunities in Alexandria at no financial cost to the City. The program provides bonus density of up to 20% and bonus height of up to 25 feet in exchange for affordable rental or for-sale units. The program also permits density bonuses greater than 20% if authorized within the relevant small area plan. Recent small area plans, including the 2015 Eisenhower West SAP, have opted for allowing greater density, when appropriate. To help address the shortage of affordable housing in the city, the proposed amendment recommends amending Section 7-700 to increase the bonus density limit from 20% to 30% and to allow increases above 30%, when appropriate, through small area plan updates to maximize the production of affordable housing in the city.

A public hearing on the amendment will be held before the Planning Commission on May 2. For further information, please contact Tamara Jovovic, Housing Planner, Office of Housing at 703-746-4990.

Fx Co Housing Plan Unveiled

Fx Co Draft Housing Plan Presentation

On Tuesday May 8th, the Fairfax County Board of Supervisors Committee on Health, Housing and Human Services will meet in Room 11 at the Government Center at 3 PM to hear a presentation on the Draft Community-wide Housing Strategic Plan. The Plan was developed at the direction of the Board of Supervisors to align with the County’s Economic Plan for Success and to implement the goals of the One Fairfax Pledge through its housing programs and policies.

This plan was developed with the input from several community meetings, under the guidance of the Affordable Housing Advisory Committee and the Department of Housing and Community Development. While this is not a public hearing, the discussion among Supervisors and the subsequent recommendations to move forward will be instructive for housing advocates who are eager to reinvigorate the County’s housing platform.

Preservation Through an Equity Lens

In May, Fairfax County’s Board of Supervisors approved a redevelopment plan along Route 1 in south county known as EMBARK Richmond Highway. This multi-year plan envisions multimodal improvements – roadway, bicycle/pedestrian and transit – from Huntington to Woodbridge, and the development of six community business centers with a mix of residential, office and retail uses as well as creative, public open spaces.

However, the excitement around this new plan could have unintended consequences for the low-income households who live in the older, market affordable developments abutting the Route 1 corridor. Without intentional strategies to include these families in the prosperity of a revitalized corridor, they will be forced to move due to rising rents. Now is the time for Fairfax County to ensure that the housing affordability that exists along Richmond Highway will not disappear. Preservation strategies to rehabilitate and maintain the housing that is there, or to incorporate affordability into new development without displacing residents should be the goal.

Join Our Community Forum on Preservation Through a Lens of Equity and Inclusion as we look at preservation strategies for affordable housing along the Route 1 corridor. First, we’ll provide a briefing on our latest research Northern Virginia’s Preservation Challenge: Trends, Threats and Opportunities. Exploring lessons learned from neighboring jurisdictions in maintaining affordable housing in revitalized areas, we discuss the challenges for the corridor, and examine the regulatory and financial tools that are available.  Our presentation will also provide a better understanding of how the One Fairfax Policy, adopted by the Board in 2016, is applied to the decision-making process regarding policies and programs for low-income families.
