Housing Trust Fund How-to-Apply Workshops

The Virginia Housing Trust Fund is intended to create and preserve affordable housing and to reduce homelessness in the commonwealth, and applications for the program will be opening soon. In order to cover the application process, the Department of Housing and Community Development will be holding several how-to-apply workshops throughout the state to cover the application process for the Homeless Reduction Grant Program and the Competitive Loan Fund.

Competitive Loan Fund

Funding in this component will be used to provide flexible financing for low-interest loans through eligible organizations. It is anticipated that approximately $5.5 million will be made available, with projects capped at no more than $750,000. Loans may be provided for:

  • Affordable rental housing to include new construction, rehabilitation, repair or acquisition of housing to assist low- to moderate-income citizens and land and land improvements

  • Down payment and closing cost assistance for homebuyers

  • Short-, medium- and long-term loans to reduce the cost of homeownership and rental housing

Homeless Reduction Grants

Funding in this component will be used to provide grants through eligible organizations for targeted efforts to reduce homelessness. It is anticipated that approximately $1 million will be made available, with projects capped at no more than $100,000. Projects may include:

  • Temporary rental assistance, not to exceed one year

  • Housing stabilization services in permanent supportive housing for homeless individuals and families

  • Mortgage foreclosure counseling targeted at localities with the highest incidence of foreclosure activity

  • Predevelopment assistance for permanent supportive housing and other long-term housing options for the homeless

Eligible organizations for the Housing Trust Fund programs include:

  •  Localities
  • Local government housing authorities
  • Regional or statewide housing assistance organizations that provide assistance to low- and/or moderate-income citizens of Virginia
  • Limited liability companies expressly created for the purpose of owning and operating affordable housing

VHC Regional Housing Forum

Plan to attend the Virginia Housing Coalition’s (VHC) Regional Housing Forum on Monday, Sept 28, 10 AM – 12 noon, at the offices of AHC, Inc. (the Frederick Community Conference room), located at 2230 N. Fairfax Drive, Arlington. This is VHC’s annual regional meeting to hear about housing issues of concern for NoVA. Input from regional meetings throughout the Commonwealth will help to develop their 2016 legislative agenda to the General Assembly.

Arlington Affordable Housing Master Plan

Arlington’s Affordable Housing Master Plan and the Implementation Framework, which have been three years in the making, are scheduled for a County Board vote on September 19th. 13,500 affordable housing units were lost between 2000-2013, and the County faces a shortfall of 7,500 homes for their current low income population. This plan sets goals and identifies tools to address the massive loss of affordable homes. We encourage housing advocates to email the Board and attend the meeting showing support for the Plan.

Ramsey Homes Hearing

The Alexandria City Council will hold a public hearing on the appeal of a ruling by the city’s Board of Architectural Review (BAR) that denied permission to demolish Ramsey Homes, 15 units of affordable housing owned by the Alexandria Redevelopment and Housing Authority (ARHA). ARHA states that the buildings suffer from deferred maintenance and the cost of renovating them would be equal to the cost to rebuild. ARHA has proposed developing 53 units of affordable housing on the site, with one-third of the units serving extremely low income households, and the remaining units serving those who earn 60% of the area median income.

In denying a permit to abolish the units, the BAR noted the location of the units in the Parker-Gray Historic District and their significance in the history of housing for African Americans in the city. The buildings were constructed in 1940 to provide housing for African Americans who were working for the US government on the war effort, and the structures have been modified several times.

We’ll be watching to see if the Governor’s line item of $10 million for the Housing Trust Fund (HTF) in the FY17-18 budget is preserved. We’ll also follow legislation that will be introduced to provide a dedicated source of revenue for the HTF during this 60 day session. You can follow all the action here.

The Fairfax County Department of Housing and Community Development (HCD) is holding a pre-proposal conference at 1 PM on July 27 to discuss the process and priorities for those interested in applying for funding for affordable housing development in the county.

The RFP will make $10.7 million, including federal Community Development Block Grant (CDBG)/HOME Investment Partnerships Program (HOME) funds and local Housing Blueprint funds available.

The funding is provided to further the goals of the FY 2017 Housing Blueprint, which supports Fairfax County’s Strategic Plan for Economic Success

Arlington County invites qualified 501(c)(3) nonprofit organizations to submit proposals requesting funds for eligible programs and services from the Community Development Fund for a one year grant.

The Community Development Fund is a pool of funding comprised of a combination of federal, state, and local sources:

  • Federal Community Development Block Grant (CDBG)
  • Federal and State Community Services Block Grant (CSBG)
  • Arlington County’s Affordable Housing Investment Fund, Housing Services Pool (AHIF Services)

Contracts will be awarded for one year, beginning July 1, 2017 through June 30, 2018. The actual amount will be determined upon the Arlington County Board’s approval of the Fiscal Year (FY) 2018 budget, and may be dependent on federal appropriations.

Grants between $20,000 and $50,000 may be requested for public services that serve low and moderate income residents, such as neighborhood services, job training, youth or senior programs. Housing development, homeownership, housing rehabilitation, certain economic development programs, and business development (microenterprise, small business assistance) are eligible for grants up to $100,000.

An optional workshop for prospective applicants will be held on Tuesday, July 26. Interested applicants are strongly encouraged to attend. In addition to the workshop, there will be a live ZoomGrants demonstration to walk applicants through the system and to assist users in setting up an account. Attendance is not mandatory but is STRONGLY encouraged.

SALT Advocacy Training

Plan to attend SALT’s 2016 Advocacy Training Conference on Saturday, October 15, 9 -11:30 AM at the Virginia International University, 4401 Village Drive, in Fairfax. This year’s annual event will feature Mark Shriver as the keynote speaker, and the topic is “Justice for All: Working to Set Things Right in Virginia So All May Flourish.”

In addition to Mr. Shriver, Delegate Alfonso Lopez will lead a discussion on effective advocacy at the state level, and Michelle Krocker will give a brief presentation on addressing the Commonwealth’s unmet housing needs for low income families.

This is a free event and all are invited to attend.

Social Action Linking Together (SALT) is a Virginia faith-based network of social justice advocates working to bring social and economic justice concerns to bear on public policy and legislation, especially at the local and state levels.

Leckey Aff Housing Forum

“Finding the Missing Middle – Expanding Middle-Income Housing Options” is the theme of the Alliance for Housing Solutions’ Tenth Annual Leckey Affordable Housing Forum.

Creating affordable rental and home-ownership opportunities for middle-income households (80–120% of AMI) is an important policy goal of Arlington’s Affordable Housing Master Plan.

This year’s Leckey Forum explores “missing middle housing”—housing that falls between single-family homes and mid-rise buildings—and its potential for meeting the housing needs of middle-income households by providing greater diversity of housing types in the County. This is a free event, but you must register.

The Forum will be held at the Clarendon Ballroom, 3185 Wilson Blvd (1 block from Clarendon Metro), 9 am – 12:15 pm.  Coffee/light breakfast fare available at 8:30 am.

VHA Fall Policy Forum

In their first year as the merged Virginia Housing Alliance, VHA will present legislative and housing program updates, as well as updates on innovative homeless services work being done by the continuums of care (COCs) in Virginia. Those in the housing and homelessness world including housing providers and developers, housing authorities, homeless service providers, CDFIs and state agencies, as well as housing advocates and partner organizations are invited to attend. 

The two-hour sessions will be split into two sections with staff presenting updates in the first half and facilitating attendee input in the second half. The input portion will seek reaction to their proposed legislative focus areas, as well as learn about what is going on in our community with housing and homelessness needs. Whether that means taking an issue to the General Assembly, working with a state agency on the issue, or more generally including it in the scope of needs that they are working to have met in the state in the longer term, they need to hear from us to help shape their work. This session will conclude with a brief tour of an on-site SRO property.

Alexandria Meeting on Surplus City Parcels

Affordable Housing Density Bonus Program

The City of Alexandria invites the public to provide feedback on a proposed amendment to the city’s bonus density program. Plan to attend an information and listening session on Wednesday, April 5, from 7 p.m. to 8:30 p.m., at the Charles Houston Recreation Center (Seniors Room), 901 Wythe Street, Alexandria, VA 22314.  

The Bonus Density and Height Program (Section 7-700 of the Zoning Ordinance) serves as an important tool to create affordable housing opportunities in Alexandria at no financial cost to the City. The program provides bonus density of up to 20% and bonus height of up to 25 feet in exchange for affordable rental or for-sale units. The program also permits density bonuses greater than 20% if authorized within the relevant small area plan. Recent small area plans, including the 2015 Eisenhower West SAP, have opted for allowing greater density, when appropriate. To help address the shortage of affordable housing in the city, the proposed amendment recommends amending Section 7-700 to increase the bonus density limit from 20% to 30% and to allow increases above 30%, when appropriate, through small area plan updates to maximize the production of affordable housing in the city.
